2. What this site is

This site describes services offered by 25dbr OÜ to business and public-sector clients. It is informational. Nothing published here is an offer capable of acceptance, and no contract exists between you and 25dbr OÜ until both parties sign a written agreement.

3. The Solution Scope Matrix

The scope matrix is an indicative planning tool. It returns delivery phases, an effort band in engineering weeks, a team composition and a list of risks, derived from a published weighting model.

It does not produce a price and is not a quotation. The figures are estimates of shape and effort, not commitments. Actual duration and cost depend on your systems, access, decision-making speed and third-party dependencies, none of which the tool can observe. A binding proposal is issued only after a discovery conversation and in writing.

4. Work we do not take on

25dbr OÜ does not develop or maintain software for the following sectors, and will decline such enquiries:

• gambling, betting, lotteries and related payment flows
• adult content and adult services
• high-risk financial products, including trading signals, binary options and cryptoasset offerings marketed to consumers
• medical claims or diagnostic functionality without the required regulatory clearance
• political campaigning and electoral advertising
• anything designed to circumvent a platform policy, an access control, or the law of the jurisdiction it operates in

5. Accuracy of published information

We keep this site accurate and current. Technology names, service descriptions and durations are stated in good faith and may change. This site publishes no client names, logos, testimonials or performance figures — where you see a duration or a topology it is a general description of our work, not a representation about a specific past project.

6. Intellectual property

The content, design and code of this website belong to 25dbr OÜ. You may quote short extracts with attribution and a link. Under our client engagements, intellectual property in delivered work transfers as set out in the signed agreement — the default is that the client owns the deliverables.

7. Liability

To the extent permitted by Estonian law, 25dbr OÜ accepts no liability for decisions taken on the basis of information published on this site. Liability under a signed client engagement is governed by that agreement, not by this page.

8. Governing law and complaints

These terms are governed by the law of the Republic of Estonia. Disputes fall to the Harju County Court in Tallinn unless a signed agreement provides otherwise.

If you have a complaint, write to info@25dbr.com or to the registered address above. We answer complaints within one month. We sell to businesses and public-sector organisations rather than to consumers, so consumer dispute procedures do not apply to our engagements.
